COP 15: Acuerdo histórico a favor de la biodiversidad mundial

Los países ya tienen objetivos a favor de la biodiversidad para 2030

En la cimera sobre la biodiversidad en Montreal en Canadá, los países participantes han pactado que en 2030 haya, al menos, el 30% de las zonas terrestres, marina y de lagos protegidas.

Es un gran paso para conservar la biodiversidad del planeta. Nunca antes la biodiversidad había estado en un lugar tan alto en la política mundial. El camino no ha sido fácil ya que la última conferencia de biodiversidad fue celebrada hace 4 años y en motivo del Covid-19 se ha ido aplazando. En principio tenía que celebrarse en China que es quien tiene la presidencia de la conferencia, pero al final ha tenido una co-presidencia junto al Canadá por la política de Covid 0 en el gigante asiático.

El acuerdo ha llegado a última hora antes de que terminara la conferencia, los acuerdos in extremis ya empiezan a ser un clásico como ya vimos en la COP 27 de éste mismo año. En el que a pesar de grandes conflictos como la Guerra de Rusia y Ucrania o la crisis energética que vive Europa con la subida del precio de la luz y del gas que las compañías de la luz repercuten en los consumidores hace que sea difícil llegar a acuerdos multilaterales.

Cabe recordar que en el acuerdo de la COP 27 se llegaron principalmente a dos grandes acuerdo:

Acuerdo 1: Fondo común de perjuicios con mayor transparencia

Acuerdo 2: Prevención y mitigación de daños en países pobres

Acuerdos firmados por todos los participantes

Acuerdo 1: Proteger para 2030 el 30% de las áreas terrestres, marinas y lagos, así como restaurar las que están dañadas.

Acuerdo 2: Eliminar progresivamente para 2030 los subsidios perjudiciales para la naturaleza, fondos públicos destinados por ejemplo la deforestación, agricultura o pesca no sostenible a favor del progreso.

Acuerdo 3: Reconocer los derechos de los indígenas como garantes de la protección de la naturaleza.

Acuerdo 4: Dotar con 31.000 millones a los países más pobres con menos desarrollo para que puedan hacer la transformación hacia la sostenibilidad.

El último punto ha generado cierta tensión entre algunos países africanos que consideran que dichos fondos ahora mismo como están escritos en el acuerdo se destinarán principalmente a China, Brasil o Indonesia, entre otros y no hacia África. De todos modos se ha llegado al acuerdo mútuo.

Claroscuros respecto al acuerdo

• No hay suficiente claridad en el lenguaje respecto a reducir y hacer más sostenible la producción y el consumo básico para la protección de la biodiversidad.
• El acuerdo Ei-ichi Negishi de 2010 no ha sido implementado de forma que hace dudoso el éxito del que se acaba de firmar.
